Defending Defense

With North Korea firing missiles that theoretically could hit United States territory or key allies, why is the president proposing huge cuts in defense? I'm all for cutting out fat, but let's not cut out muscle just so we can (try to) pay for this administration's move toward socialism. Without an adequate defense, the rest is meaningless.
